Registration and circulation permit for bicycles, what does it mean for cyclists?

The Directorate General of Traffic is studying the possibility that anyone who wants to go out cycling must register their bicycle and have a special circulation permit. This was stated last weekend by the Deputy Director General of Intervention and Road Policies of the DGT, Mónica Colás, during a national meeting on the bicycle sector held at the Superior Road Safety Education Center. If it goes ahead, the regulation would affect more than 3 million Spaniards who use both road bikes and mountain bikes. The idea is not only to establish the obligation to register bicycles, which would probably involve paying a registration tax. It would also be necessary to obtain a circulation permit for non-motor vehicles and liability insurance similar to that of automobiles. 

Fines for speeding

A few weeks ago, the DGT already distributed a survey among different cycling groups to find out their opinion on the possibility that a law would require bicycles to be registered and cyclists to have a special circulation permit. This proposal arises from a UNESCO chair that in February 201 proposed introducing modifications to traffic regulations. Among these changes, it was suggested that cyclists must carry a visible registration number, either on their helmet or on a vest that would be mandatory for anyone going out with a bicycle. It was also proposed to establish a speed limit for cyclists in areas where bicycles share public roads with pedestrians, such as in urban centers.
